Recommendations:
Want a good new touring bike and don’t feel like researching? The best value for a touring bike is the Raleigh Sojourn. It is unusually well equipped for the price (really nice shifters, rack, saddle, tubing, fenders, handlebars, cranks, tires). All it really needs before a tour is a competent spoke loosening/re-tensioning or perhaps even a whole new stronger wheelset….and good a front rack. If you shop around you can find the Sojourn new for under $1000 – at that price you know someone, somewhere is being harshly exploited.

The Kona, Surly, and Novara and are also good deals and worth considering.
